The Valley Boulevard Neighborhoods Sustainability Plan, or Valley Boulevard Specific Plan, provides a road map of land use development, building and site design, transportation, infrastructure, and streetscape strategies that will be used to enable residents and businesses to more effectively meet the vital human needs of the present without compromising the ability of future generations to meet their own needs by preserving ecosystems and natural resources.

Sustainable Economic Development in San Gabriel
The concept plan is an integrated approach that brings together environmental, economic, and social goals directed toward accomplishing the following four objectives:
- Meet the hierarchy of present and future human needs fairly and efficiently.
- Reduce dependence on chemicals and other manufactured substances that can accumulate in nature.
- Reduce dependence on activities that harm life-sustaining ecosystems.
- Reduce dependence upon fossil fuels and extracted underground metals and materials.
